Stud.io . It's a third-party design that is tied in with
Bricklink.com, so you could design whatever, then price it out and order the pieces for it. The controls are a little bit finicky if you don't use a mouse though IMO.
Lego Digital Designer is another one that people use, but it hasn't had an update in a while and you sometimes can make a sweet MOC, only to find out that the pieces you need don't exist in the colors you want them in. That one is a little bit more user-friendly IMO.
