He should either use a pin vise to stick a pin inside it and superglue together, if a pin can actually be inserted firmly enough.

plastic epoxy. Sticks everything together like it was made of steel.
PVC won't hold shit. Same with just superglue. Or even those glues that fuse plastic together. You'll need to pin the rods together to enforce the hold.
Epoxys like pic are extremely strong, but even then, you'll want to be a little thick around the broken area, to enforce the hold. Just make sure it doesn't obstruct the joint in any way, or you're fucked, since it'll harden like concrete.
