But whats unique about Super Saiyan Blue is that you have complete Ki control in that form. You can raise your power to the level of a GoD, or you can drop it down to Farmer with a Shotgun level if you wanted. all while in Blue. Think of it like a slider.

He even has trouble with Botamo for a bit. then he picks up the pace and is at an equal level the Universe 10 fighters. By the end of the tournament, He still can BARELY handle Dyspo. and he definitely cannot handle Toppo even with 17. He got stronger the more he fought. Id say its pretty fair.
