If she managed to say something meaningful other than "mei mei mei" and express herself like any other child digimon so you can know her better it would be more endearing to me, but that's not the case.
I felt bad for those two jackasses on pic related and I wasn't even a little kid when I watched Adventure, but I just can't care about Meicoomon. She had more screen time to acomplish the same and failed. I guess having something resembling a personality helps.
