His arms are sculpted into a permanent 'firing his slingshot' pose and legs are in a permanent sitting position so he can attach to the two pegs on Grimlock's Beast Mode neck, letting him recreate the scene from the movie. Daniel in his Exo-Suit is the same deal - sculpted into a permanent sitting position so he can attach to Slug's Beast Mode neck. They're set pieces, not figures in and of themselves, and yes, it was an absolutely idiotic idea that everyone hated.
The baffling thing here, though, is why they included Wheelie with the repaint - the Shattered Glass, Toxitron 'Collection, and Comic Edition versions of that mold ditched Wheelie entirely. I have no idea why he's back now - if they wanted to release a G2 colored Wheelie, they literally made a Core-class SS86 transforming figure of him they could have used instead of that cheap plastic sculpture.
