I'm not sure how likely that is to last with Heatran running around again, but "has Eruption in Sun" is a niche on its own worth using. It's basically doing what Gen 8 Charizard did, since Charizard doesn't have Weather Ball anymore, so it doesn't hit as hard as Typhlosion-Johto anymore. Hisui would've had stronger Eruptions regardless. Chi-Yu being banned also gives it a reason to ever exist, which would be stronger and more reliable than either.
