the tcg implies she used to be an electric type gym leader. it puts steelix in a weird position, sure, but with magneton 'gaining' a type it makes sense why she'd become one, and it matches well with her caretaking of ampharos and (imo) better matches her personality
there's an npc in the games who confirms she used to be a rock type trainer so it's unlikely to actually be the case but eh i like it
