Although it sucks in the earlier generations,
I think BECAUSE of the fact that it's a permanent, one time thing that happens when you first CATCH or HATCH a mon, it makes it that much more meaningful.
It might have been the 3 Premier balls you saved for that one mon, and caught it on your last one, or farmed for Friend Balls to catch a legendary with.
It's part of the experience of catching a pokemon, so the novelty factor is due to its permanent and singular element.
