I was thinking Booker/Sneasel both would work as the Lovers, since it symbolizes partnership, and they're definitely close partners
and slowly becoming actual lovers. Cooper could be Wheel of Fortune, since it represents change and luck--he's certainly had some major upheavals in his life, and also got lucky to end up at the guild and meet
his doppelganger. And then Testa could be the Sun, since it represents happiness and positivity, and she's quite optimistic and friendly.
