It has never been consistent, though. Some are designed to early use, to flavor a very particular setting, others to be strong, later on others to be good in multiplayer, or out of the way and rare to find. You think of things like Xatu and Natu being in specific later game areas, or none of the underwater Pokemon Hoenn being revolutionary and just there to color that one area of the game.
