It seems as though it just randomly does it after walking a certain distance, and gives you just one extra coin that just adds up in your item bag. It might be separate to the usual candy distance system and not affected by excitement.
Also, it's technically possible to catch Gimmighoul without the coin bag, it has a rare chance to spawn on a golden lure module, but is very difficult to catch due to a bonus effect of the coin bag drastically increasing their catch rate.
