Ditto was originally unable to change its color. They had to stop doing it once the games' color palettes got more complex, though. They seem to have opted for the anime's dittoface as a replacement tell. Even the games reference it, as seen in
>>33562528, but don't want to go through the effort of refacing every Pokemon just for Ditto.
