Machamp will be my main example since its always at the top representing 130 attack and stays at the top. 130 attack back in gen 4 was only overtaken by 12 other pokemon, so it was safe to say it was pretty good. Gen 5, 10 new pokemon come in with higher attack, not including new ones which are 130 themselves and its now gone down a few pegs, no worries since its just 22 others now and Machamp is still above the 25 mark.
Then gen 6 came along, 30 newcomers with superior attack come in, knocks it down harshly to 52 mons having superior attack like that and now Machamp sits below the top 50 mark for highest attack.
I wont factor in the base attacks themselves right now at least, but this is generally showing how its jumped the gun that much from last gen to this one in comparison from 4th to 5th.
