The difference for me is the ability to form culture. You have animals like dolphins and pigs that supposedly have near-human intelligence, and you have things like meerkats and more so ants that form what could arguably be called an organized colony, but none of these things do anything that isn't related to survival. Gardevoir, and most psychics for that matter, would be very likely to form communities of their own in the wild where both inventon and some basic artistic works occur, as apposed to say a herd of rapidash that focus solely on staying alive long enough to reproduce.
