dunkywunkr is a fossil pokemon and won't ever be seen in the wild. it might be owned by a few npcs.
also you seem to forget that orbatom has a custom ability which is essentially hustle for special attacks. this makes it's base 85 special attack about 122. if it has base 100 special attack it would be 150. 150 special attack is pretty serious especially when you are the fastest pokemon.
