A 'rogue element/mercenary individual' who uses their power to try and shape the world into a direction she chooses. Other big groups be damned. Or at least, that is the kind of STATUS she is meant to have as a character within her own setting. Where she actually gets this trait where she wants to push her will onto the world from is "Senti" (pic related). She more specifically wants to see it change into a more "free" and self sufficient state through her EXAMPLE rather than trying to outright manhandle it into that direction though because she still wants people to be able to CHOOSE.
To be able to choose if they want to follow her example or if they will simply ignore her and remain indolent sheep. And if it ends up the latter she will simply just keep living life as she sees fit. Some will inevitably rally behind her, but whether enough people do for it to make an actual change or not remains to be seen and eventually won't matter as plot events lead to the entire setting being irreversibly literally warped and re-written apart from the basic law of "Human and Pokemon are symbiotic and co-exist to improve each other."
