Rescue Team, it's the default A attack. If you have Sure Hit Attacker, there's no reason to use anything else, other than leveling other partymembers. Ignoring that, it's any multihit move, like Fury Swipes. Paired with something like linking Screech before it, you can absolutely delete any enemy, as each swipe hits for full power. One good runner up is Sonicboom. It's 55 damage, ranged, never misses, and Electrode gets it at Level 1.
In Sky, it's Ominous Wind, more specifically Drifblim's Ominous Wind. Use this against a monster house and you'll get 15+ chances for an all statup, due to the chance applying for each time a pokemon gets hit.
I'm not too familiar with the most broken moves in Super, but Drifblim's Ominous Wind is probably up there again.
