Why? I always remember Bisharp being one of the strongest Pokémon. Instead of evolving Chatot, Luvdisc, Sunflora, Magcargo, Kecleon, Mightyena, Parasect, Johtonian Corsola, Maractus, Xatu, Noctowl, Tropius, Heliolisk, Druddigon etc...they chose a 50+lvl evolving Pokémon that already has good stats, nice ability and used a lot in the metagame...
