At this point I can only reason why he was given inner focus was because of some kind of flavorful thing similar to Mewtwo, since they both are Psychic/Fighting types and maintaining perfect focus is a trait common to the philosophy of both psychic and fighting types. Or something like that.
They went for theme rather than usability. There's still the slight possibility of it having a different stat spread from Gardevoir. Though that is also admittedly a slim proposition.
