Tried to balance them out by focusing on emphasizing the things they're already good at. Mantine gets the better deal here because, even though it's viable in OU as-is, it could use the extra little push. Skarmory is already perfectly viable in OU so I moved it from a purely defensive role to more of a bulky offensive one, which I've always personally liked to see.
