If you want to get even more technical about it, Sapphire attacking people is rare, since she's a main character not a villain. More common is the running gag where she's just being friendly and slaps someone across the back, but she's retarded and forgets her strength, so she accidentally ends up shattering the person's skeleton instead. Even in those out of context early panels, where she's wearing leaves and trying to maul Ruby, that only happened because
Ruby attacked her first- and right after she took a hit to save his life. The Tarzan girl turning out to be a nice person is meant to be a twist in the story.
