I just realized that even in late SM and JN Pikachu was heavily nerfed. Imagine it having the same moves as it has + 10MVTB + constant access to Counter Shield + Static. The rat would have a greater advantage at a distance and the ability to Paralyze anything that came in for an up-close battle. The battle with Grapploct would have defiantly gone differently if it still had its ability.
Come to think of it, Ash's entire arc about finding a way to beat Bea's mons without getting close would have been completely pointless if Ash realized he had Pikachu's Static to punish her for getting up close to it.
