If it's going to be a Roserade used in OU or a similar tier try 188 Spd / 252 HP / 68 SDef. Make sure to make up for imperfect Speed IVs, simply take points out of SDef.
Otherwise I'd go with a simple 252/ 252 HP/ SDef spread.
As far as the moveset is concerned try something along the lines of
~ Giga Drain/ Leaf Storm
~ Sleep Powder
~ Spikes/ Toxic Spikes
~ Rest/ Synthesis/ Spikes/ Toxic Spikes/ filler
with the crux being the combination of Spikes/ TSpikes and Sleep Powder since this is what really sets Roselia/ Roserade apart from other Pokemon.
It should be noted that a Calm Roselia/ Roserade generally works better than a Bold one, so you might want to breed a new one.
