I feel like it’s more of an oversight of not including Heatmor in SM’s Pokédex and less of an oversight of GF giving him Fire Lash. And honestly I find the concept of Incineroar using its flame belt to use Fire Lash pretty ridiculous, though maybe GF probably thought the same which is why they don’t use it
