On the way the series works there's nothing to draw on for a distinction because of the way the series is constructed. The Pokémon franchise doesn't divide Pokémon in that sort of way so people have no reason to either especially since the series likes to treat Pokémon as a collective. Indeed I wanted to expand on my last point with the Meowth scene. They specifically used an eeveelution there. They could've used Medicham for a Team Charm reference, they could have gone with purrloin, or since it was gen 7 even salazzle or tsareena yet they did not. As the data shows the eeveelutions are a ubiquitous part of Pokémon attraction, scoring very high and being to object of sexualizition even before factoring in the widespread nature of the Vaporeon copypasta. And speaking of that I've shown how it can manifest in NSFW context with it allowing Vaporeon to reach a more "normal" status, in truth I think there's more of an acknowledgement of pokephilia rather than attraction to the concept, to the point that it can even challenge Gardevoir in general nsfw spaces. In SFW space it's also very widespread.
In short while you have your own opinions one can't ignore how tied the eeveelutions are to the concept of Pokephilia. From general perception to material being made to even "official" acknowledgement. In the popular imagination Pokémon like Gardevoir, Lopunny and Vaporeon are interchangeable when it comes to the front face of pokephilia.
