The skill chance reduction isn't that significant due to its main skill trigger rate already being fairly low, the nature modifier can only do so much with a low base rate.
Compared to a Venusaur at 50 that's ingredient gathering focused instead, it outperforms it.
(I made sure helping bonus was not applied to the speculative ingredient focused one).
Now, it isn't as good as a Meganium with an equivalent subskill and nature spread, but this Venusaur can still gather a great amount of ingredients which a Meganium won't.
