The initial wave of Pokemon in a generation are mediocre garbage where you single out a few Pokemon as designated shillmon (Mimikyu/Lycanroc lines) while keeping an eye out if any others REALLY take off in the first 3 months.
Then they either decide to continue with their designated shillmon or focus on a dark horse they didn't count on getting popularity and basically release a + version of it to build up more hype. The best way to ensure a the + version is well received is by making sure it's a much better version than it's vanilla variations.
Though if I have to hazard a guess, the +version of Mimikyu we're getting is going to be a total flop because they're removing the main gimmick that made Mimikyu work as a shillmon most likely. You take the fact that Mimikyu is pretending to be Pikachu away from it and you're left with just some other run of the mill ghost type.
