it's usable right now
even with all of that up, Baxcalibur folds pretty fast to a bunch of common meta threats
right now it's pretty much unplayable because every team runs Urshifu
anyway, Baxcalibur gains alright bulk with TWO buffs up, sure, but its lack of speed, mid ability and vulnerability to Intimidate make it a bad choice compared to Chien Pao, who just swoops in and scores kills immediately, no buffs required
Baxcalibur would be stronger if it was a pure Dragon type, or if it was Dragon-Fire, EVEN WITH the 50% DEF buff. It literally gains nothing from being an Ice type, it can't use Blizzard and its strongest move is Dragon type
that by itself just tells you everything you need to know
