The reason people liked TR enough in the first place was their silliness and the fact they were some of the most fleshed out characters in the cast. Plus, despite their status as villains, their incompetence and underlying conscience made them sympathetic.
Even when they're competent villains, they never really beat the protagonists but their character depth is basically dumbed down to make them look more villainous. Thus they come across as generic and boring, and don't really manage to be any more effective other than 1 event that was resolved in 2 episodes.
