Originally I had the player surf to get to the other side of city but people hated that so I changed it. Plus, you can't cross the desert until you get the go-go googles which you don't get until you beat Flannery anyway there's no need for an additional road block. Plus the levels of the trainers and wild pokemon is 40-55 in the desert so even after getting the 4th badge, good luck. It's more of a late game area that you can access mid game if you're a brave soul.
