True blacks are what you described super dark with super afros and nappy hair. Iris seems ambiguous because her hair is not a total fro. Blacks are easily singled out because of their nappy hair. If you start to lose that you are not really black anymore and by lose I mean naturally none of that relaxant or perms/weaves. Skin color plays a role but not so much. Then there are also the facial features blacks have like broad flat noses and difficult skull shapes but anime is too generic to show that so we get ambiguously brown. Only completely black person I saw was Lenora imo.
