They didn't want to deliver a complete new experience that cut ties with its predecessor, bur rather something similar to the old one but also tweaked and improved. Most Kanto mons don't fare much better anyway and as long as you aren't using sunflora anything can carry you through the game.
You were never supposed to build a team whose pokédex numbers are exclusively set between 152 and 251 (heck, even this early the default pokédex mode rearranges them in a way that makes more "sense" for the expected adventure).
They certainly could have done it way better with how they're distributed, it's a shame that the only dark type obtainable before E4 is hecking umbreon. But it's hardly a deal breaker that makes the game bad. GSC could have only Kanto pokémon and it would still be excelent (albeit a bit boring because you couldn't expect anything new to pop up here and there in battles).
