I come bearing gifts. 56% is required for a line to be voted onto probation. See the newest survey for my proposal on dealing with the Artifish Dilemna.
I'm going to address a few issues in the comments below.
>Cull solacari.>For the doppole situation, make it possible to drop single parts of a line, so in that case Artifish could be dropped, leaving Doppole as a stand-alone to be probated or approved on its own.>If a liked evo can't find a worthy prevo, or vice-versa, it shouldn't be kept. Working it in as a no-evo mon would squeeze in an otherwise unnecessary dex entry.This is addressed by the case-by-case approach I suggest in the survey. Basically, we when this issue comes up, we'll survey and find out if people think the design can be reworked as a standalone or should be dropped along with its line.
>Survey each pokemon in a line separately.The logistics of this are very complicated (the limit is based on lines and putting only one Pokemon on probation causes problems if it then gets dropped at the end). It is much better to deal in lines and be careful about spotting where one stage is dragging the line down.
>Since there will only be 3 lines on probation.. When a line gets put up, do a survey where C&C can be given to each of the stages alone. If all but one reach 66%, and the one that doesn't add up.. Keep if it looks like a valid line or single-stage pokemon Remove if it's the final stage that's below 66%, or if the flow of the line is too messed up. (this can be decided in a follow-up survey)
