Imagine you had a 10-sided die, and you were trying to land the side numbered 7. You'd have 1 in 10 chances of landing that. You can roll that dice 100 times and never land that 7. The dice doesn't remember or keep track of your previous rolls. Your odds don't improve from persistence.
The same is with shiny hunting. You can legitimately increase your odds of finding one (shiny charm, masuda method, etc), but bad odds are bad odds.
