I forgot to mention that the Pokémon in the tiers aren't organized in any particular order
>>54002736while Snorlax technically has a "good" movepool, in gen 1, his special stat is really bad. you would need to use Amnesia 3 times before dealing more damage than a wet fart, especially at the Elite 4 and Champion.
Charizard has a bad movepool but decent stat distribution to make use of Slash spam. Flamethrower is the only other attack move he needs whereas Snorlax is good with just Body Slam.
I feel like you're right, Snorlax is probably better than Zard, but putting Zard in "okay" tier means Ninetails should go there too. (I accidentally put Arcanine and Ninetails in different tiers without realizing they're about the same.) I guess they would be the top of "okay" tier while Moltres and Magmar would be at the bottom for bad availability.
>>54002816I actually haven't managed to use Victreebel to completion because of how bad it is. I've tried to use Weepinbel until it gets Sleep Powder or something but man oh man does that take a while. Razorleaf is objectively good, but it learns it at Level 38!
the only poison damage-dealing move is... Acid (40 BP)... yikes. Wrap is cheap but very unfun to use, even with Poison Powder. It does get Growth and Swords Dance but in gen 1 crits ignore stat changes so Growth is not good with Razorleaf. Sword Dance can make Body Slam stronger I guess but is that really worth it considering you have to wait to evolve it before it can learn Body Slam?
the only other grass damaging moves it gets are Megadrain (40 BP) and Solar Beam (Cinnabar Island LOL). you're honestly better off picking Bulbasaur and learning Razorleaf at Lv. 13 than trying to raise a Weepingbell to Lv. 38 before finally evolving it sometime after Koga unless you're willing to stick with Vine Whip (35 BP) or Mega Drain (40 BP) for the rest of the game.
