There are probably more lost souls there, so many people though history must have had gotten involved in bullshit and got their bodies to lose their form. With so many people and criminal organization running around trying to mess with legendaries, deities and relics that's probably the place where all these naughty children go for the rest of eternity.

The real eyebrow raising detail about this is that the way they speak sounds like if as soon as Archie vanished he found Maxie and soon after they fused. They don't go into Archie wandering like Maxie did.
The fact that this happened soon after he told Emerald their story is pretty painful.
