The Route 1 rats are usually supposed to look cute, and that's clearly what they were going for with Patrat, but its glowing red eyes just make it look hideous and vaguely creepy. I'm not sure how they intended for this design to be received.
It also doesn't help that it's a pure Normal type with possibly the most subpar, nondescript, stat spread, movepool, and Ability options in the series. So even if you somehow like its design, even trying to use it is just an exercise in disappointment and frustration.
This Pokemon is the definition of filler; it's unpleasant to look at, unpleasant to use, and seemingly only exists just so that the game could have a stock low-level enemy - and no care, consideration, or design intention was put into the character beyond that.
Patrat is quite possibly the worst Pokemon ever made.
