There are plenty of TMs you can replace Rock Smash withSo tools for Cut and Dive. We voted to give Cut a boost so it's not as useless by the way. I'm fine with that as long as you can't get the items until you have been required to use the regular HM function first. So to get the machete or whatever, you MUST have taught Cut to a mon and used it conventionally. Ditto with Dive.
