Somebody tell me if this is good to go or needs further adjusting.
I tried to make it less wordy more visual while I was updating because it seems like a lot of newfags don't bother reading big blocks of text.
I also connected the deck examples to the guidelines provided by labeling what guideline each card fulfilled, and tried to explain "why EXs aren't broken" about as succinctly but more thoroughly, highlighting exactly the situation in that Raichu XY matchup Glalie EX.
Also, it's small enough to post now.
