and after he casts twister you have nearly 5 seconds you can thundershock freely for
combine that with it not even doing a lot of damage if you get hit by it too
anyway even if you dodge all hydros, and only dodge about half the twisters (realistically you would dodge more) then hydro pump is still about as good
I would never consider twister to be better
maybe slightly annoying, but never actually better than his other moves
