If you look at it's pokedex entries many of them speak of curses that it puts on people for even daring to touch it;s tails, being vindictive, long life (over 1000 years), High intelligence, being the reincarnation of mages, and mentioned vague "Supernatural abilities" Also according to just ruby.omega ruby "Nine tales casts a sinister light from its bright red eyes to gain total control over its foe's mind."
Fire/ghost is what i go for personally because curses are more a ghost thing and it has a move pool that'd be great for ghost but it's easy to argue that fire/psychic would be just as good lore wise for it, if not better.
