Like most of Gamefreak, the issue is that the main artist is in a mindset where they do not feel passion for these projects anymore. Therefore when they finish a piece with minor (and in this case major) fuck ups, they'll go "Fuck it, good enough, Masuda doesn't care and neither do the fans."
I know this because as a drawfag myself I fall victim to this myself when my motivation hits a low, and when you work professionally, in other words draw for a company rather than yourself, it's even easier to lose passion.
