I'm not sure what tool you mean- picking between tools with the arrow buttons just scrolls whatever you have on-hand without needing to go into the inventory and it's an automatic function without unlocking anything. I must investigate further later! (I've spent most of the day in front of my sewing machine, so I haven't checked into my town yet).
