>>53896884Singles is divided into tiers. If a Pokemon gets enough usage (roughly 5% of all Pokemon used in a tier over the course of a month), it goes up to that tier. If it gets less usage, it drops.
Some Pokemon that aren't good enough to hack it in a higher tier fall to a lower tier where they bust everyone's balls and they get banned. That's where the "Boy Love" tiers come in. Staraptor was always too strong for UU, so Smogon put him in UU Boys Love.
