No, the plates are just used to open a door. Regigigas is aggressive and reacts to the player's arrival like the other legendary bosses.
When we meet Heatran, he gets angry, lets out a scream, and attacks us as soon as he sees us. I'm guessing he reacts to the plates in our bag because he's a defeated ancient giant! After all, he's wearing Iron Plate, so he's definitely an ancient steel-type giant! Oh, and Cresselia behaves similarly.
Or even "god's curse."
That's not even consistent with the powers Arceus possesses in canon, which are much more related to the power of creation, light, type, and dimensions. The worst part is that Slow Start is also possessed by Varoom (also cursed by god?) And even the game never mentions it.
The truth about this ability is that it simply serves to express the fact that the Pokémon has difficulty motivating itself and reacting. It needs a little time to get going and reach its full potential.
Regigigas is because it's been sleeping for millennia, and Varoom is because it's an old engine.
Even the leaks don't work in your favor.
Regigigas is positioned as a trio master, with a rank similar to Ho-Oh and Lugia.
On one side, we have the guardian of the skies, the guardian of the seven seas, and the one who moves continents. It could almost form a beautiful trio, given how much they have in common, haha.
Especially since giants aren't Pokémon, and nothing in the leaks indicates that Regigigas is one of these giants.
And if APL takes this theory so far against its Blank Plate, it is precisely because it is invalid.
