Fearow's feather-ends only showed up in-game in XY (pic related), because the sprites simply did not have high enough resolution to show it. As such, the detail only complicated merchandizing by separating the "official artwork" from the games.
Take a look at Noctowl and Taillow, wings were massively simplified to unify the game appearance with the merchandise pretty much instantly. Same goes for Krabby and Corphish, the latter's sprites significantly more closely resemble the official art because its level of detail was properly constrained.
