Pinnipeds have more spherical lenses than humans do and some species' pupils shrink down to a fraction of a fraction of an inch in bright light. So you end up with more of a glossed over/pupil-less-eye-behind-a-bubble kind of look. If you could view them from more of a side view they'd probably be more obvious like albino seal's left eye.
Obviously non-albino seals would probably show that a bit better, but that's as close as we're getting to real life Primarina and there's plenty of pictures of seals with overly shiny seemingly pupil-less eyes on google.
