Digimon has always taken influence from totally radical dude things like comics, superheroes, punk fashion, mecha, etc. Pokemon is mostly kaiju and brand/store mascots.
Even the most overdesigned pokemon has a distinctly different feel than the simplest digimon. Superflous unneeded details on pokemon are just lines and basic shapes, parodies of fractals seen in animals in the worst cases.
Digimon have belts, stitches, warning lights, zippers, veins, armor; and those are just recurring details seen on classic digimon.
The closest digimon in design to pokemon are the child stage digimon and they still have elements that make them feel different from pokemon. For one they look eerily human and have some edginess to them unlike pokemon.
