>>39359479Not the case at all honestly, having a few really versatile animations can cover most of the movepool for most pokemon. Look at the chink game video and notice how the pokemon use their close combat physical attacks and you'll see how they can play with that, specially that Blastoise shell spin move.
The main games currently do this but hey do it in such a basic and sterile way that they don't convey much when it comes to showing expression from the Pokemon.
