Before this final part, he got grabbed by Zekrom into the castle and Reshiram got the memo so everybody would be there, then, they put this two-page spread hyping up the idea that everybody's going to take their shots at Ghetsis in the final part; but in the end, all that happens is a shitty monologue about dreams, a bunch of panels of everybody being pissed off and suddenly the arrest with no actual context.
